There will be a Public Meeting of the Mayor and Council of the Borough of Glen Rock on Tuesday, December 29, 2009, at 4:00 p.m. in the Council Chambers of the Municipal Building.

1. CALL TO ORDER /ROLL CALL
This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.
In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building.

2. FLAG SALUTE/ANNOUNCEMENTS
Council member Arnao led the Council and audience in the flag salute.
Mayor van Keuren welcomed everyone to the first, of many, meetings in the newly renovated Municipal Building.
3. CONSENT AGENDA
All items listed are considered to be routine and non-controversial by the Borough Council and will be approved by one motion. There will be no separate discussion on these items unless a Council member(s) so request it, in which case the item(s) will be removed from the Consent Agenda and considered in its normal sequence on the agenda. The one motion signifies adoption of all resolutions, received and filed letters, correspondence, reports and approval of applications and minutes.

1. Resolution Authorizing State Contract Vendors

RESOLUTION AUTHORIZING CONTRACTS WITH CERTAIN APPROVED STATE
CONTRACT VENDORS FOR CONTRACTING UNITS PURSUANT TO N.J.S.A. 40A:11-12a
WHEREAS, the Borough of Glen Rock, pursuant to N.J.S.A. 40A:11-12a and N.J.A.C. 5:34-7.29(c), may by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State Contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of Treasury; and
WHEREAS, the Borough of Glen Rock has the need on a timely basis to purchase goods or services utilizing State contracts; and
WHEREAS, the Borough of Glen Rock intends to enter into contracts with the attached Referenced State Contract Vendors through this resolution and properly executed contracts, which shall be subject to all the conditions applicable to the current State contracts;
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Glen Rock authorizes the purchase certain goods and services from those approved New Jersey State Contract Vendors on the attached list, pursuant to all conditions of the individual State contracts; and
BE IT FURTHER RESOLVED, that the governing body of the Borough of Glen Rock pursuant to N.J.A.C. 5:30-5.5(b), the certification of available funds, shall either certify the full maximum amount against the budget at the time the contract is awarded, or no contract amount shall be chargeable or certified until such time as the goods or services are ordered or otherwise called for prior to placing the order, and a certification of availability of funds is made by the Chief Financial Officer; and
BE IT FURTHER RESOLVED, that the duration of the contracts between the Borough of Glen Rock and the Referenced State Contract Vendors shall be from January 1st to December 31st 2009.

4. MAYOR’S COMMENTS
Mayor van Keuren summarized where the Council is in the turf field process. A borough group has described a problem in town (to which all agree) and has proposed a solution to that problem, as well as a location for installation. The first step is for this group to conduct tests, using Borough employees, to determine the nature of what is under the surface of the field. That is about as far as we have gone with further steps being predicated by the outcome of the tests conducted. There have been no discussions regarding specific funding, size or placement, permitted uses or limitation on uses. All we have agreed to is to take the first step.
Council member Biggs commented it was her understanding that we did indeed agree to take the first step; however, it was also with the understanding that further action would be forthcoming. Council member Biggs added she is skeptical of the funding.
Council member Orseck agreed with Council member Biggs stating she would like to hope this was the direction given. She would hate to have the group(s) do the necessary testing and given the results are favorable, not be able to proceed to the next step. Council member Orseck did comment there has not been anything formal stating exactly what that next step would be.
Mayor van Keuren put forth two scenarios. What happens if the tests/borings come back favorable; however the groups say they can only provide 2/3 of the funding and are looking to the borough to provide the additional funding? No one on the Council has said, absolutely we’ll provide the funding.
Secondly, what if the borings are favorable and the groups come back saying, for example they want three acres, yet Faber Field is 3.1 acres. In affect, they want the entire field “turfed”. Again, the Council has not agreed to this either.
Council member Arnao commented when the Council discussed this there was some confusion as to what exactly was being approved. Council member Arnao believes the Council only gave approval to proceed with the necessary borings.
Lenora Benjamin commented that the recreation groups are waiting for the last organization to come forward with their money before they proceed with the borings. Once this happens $30,000 will be donated to the Borough to which the Borough will pass a fully-funded ordinance and will proceed to get the borings done, on their behalf.
Council member Orseck stated the recreation groups are looking for guidance from the Council on the next steps, providing the borings come back favorable. Council member Orseck added that the groups do not expect any money for the Council.
Council member Surrago stated there would be an expense to the Borough with the ongoing maintenance of the fields. Specific equipment will need to be purchased.
Council member O’Hagan expressed concern that if we go ahead with this project he wants to make sure it is done right, the first time. Efforts of the field cannot be short-changed. This will be a long-term project and we may not be sitting here when the project is completed.
Council member Pazan believes the next step would be a letter to the DEP to determine the exact boundaries of where and how far the field could go.
Council member Biggs stated DEP input would be part of the initial testing.
Mayor van Keuren stated as this process proceeds questions will arise. One of those questions would be … What do you mean I can’t use that field for “X”? There are a lot of peripheral questions and the Council needs to decide how to respond to such questions.
Council member Arnao commented this is community space and borough funds will need to be set aside for future expenses. The taxpayer will undoubtedly benefit from a turf field.
Council member Biggs noted that some guidelines need to be put in place for the funding.
Council member Orseck stated the recreation groups are looking at a minimum of 2-3 years to come up with necessary funding.
Mayor van Keuren suggested this discussion be tabled until the boring test results come back and then continue discussions with the recreation groups.

Mayor van Keuren stated the Reorganization Meeting for 2010 will be next week. Due to space limitations only the statutory appointments will be done.

Council member Surrago reported the Sanitation trucks are required to have diesel emissions and distributed pictures of retro-fitting to achieve this requirement. Council member Surrago also read a letter from the New York Presbyterian Hospital commending members of the Glen Rock Volunteer Ambulance Corps. for assistance given to a pedestrian who collapsed on the front steps of the hospital. These two members remain anonymous.
