   VOLUNTEERS NEEDED FOR WATER FOR                    AFRICA FESTIVAL

The Water for Africa Festival (to raise poverty awareness)  will be held on May 24, 2008. Volunteers are needed to help man the booths: food, fair trade and t-shirts as well as for the dunk tank.  The shifts are 12:00 - 3:30 pm and 3:30 to 7:00 pm.

The Glen Rock Swim Team registration will be held on Saturday, May 31 from 10:00 am to 1:00 pm at the Glen Rock Municipal Pool.  All swim team participants must be members of the Glen Rock Pool.  The cost is $25.00 per swimmer ($20.00 for each additional family member).

Glen Rock Swim Team will be joining a new league this year! This summer we will be swimming competitively from ages 9-17.  Our 8 and under program will be non-competitive, however, we ask that the swimmers be comfortable swimming across the width of the deep end.

                                ORDINANCE NO. 1566


AN ORDINANCE TO AMEND CHAPTER 230 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK - 1971, AS AMENDED, ENTITLED "ZONING”; BEING AN ORDINANCE ESTABLISHING
A UNIFORM SET OF ZONING REQUIREMENTS; TO ADDITIONAL BULK DEVELOPMENT REQUIREMENTS

BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of

Bergen, State of New Jersey, as follows:

Section I - Chapter 230 of the Revised General Ordinances of the Borough of Glen Rock
1971 as amended being an Ordinance entitled "Zoning" is hereby revised as follows: 
1. Section 230-4 “Definitions” is hereby amended by adding thereto the following:
ATTIC. That part of a building that is immediately below and wholly or partly within the roof framing.

BASEMENT. An interior space or a portion of an interior space having a floor level below the average elevation of normal grade at the foundation wall of the structure in which it is contained.

EFFECTIVE GROSS FLOOR AREA RATIO (EGFAR). The ratio of the gross floor area (residential) to the lot area provided within a lot depth of 175 feet in the A-1 zone district and the lot area provided within a lot depth of 140 feet in the A-2 zone district.

MAXIMUM GROSS FLOOR AREA (RESIDENTIAL). The gross floor area permitted within the minimum lot area on a lot as defined in the A-1 and A-2 Districts.

GROSS FLOOR AREA (RESIDENTIAL) — The aggregate area of all floors of a residential building and associated structures as measured from exterior perimeter wall to exterior perimeter wall inclusive of the first floor, upper floor(s), sixty (60%) percent of habitable attic space, porches, sheds, private garages and other accessory structures,. Excluded from this calculation are basements, decks, cellars, patios, garages in the basement area, and the water surface of swimming pools.
HABITABLE ATTIC SPACE — Attic space that has a permanent stairway as a means of access and egress and in which the ceiling area at a height of seven feet above the attic floor is 1/3 or more of the floor below. Habitable attic space is served by a heating system and includes, but is not limited to, space used for living, sleeping, eating or cooking, as well as bathrooms and toilet rooms. Unheated storage and utility spaces are not considered habitable attic space. 

2. Section 230-51 entitled “Required Conditions” for lots within A-1 Residence Districts, is deleted in its entirety and replaced with the following:

230-51. Required conditions. 
A. Height. No building shall exceed a maximum height of 32 feet from the average point of grade, measured as the average of the grade at the four (4) corners of the building’s foundation, to the highest point of the roof. The roof pitch on the major roof must have a minimum of five (5) inches of rise for every 12 inches of run.
B. Front yard. There shall be a front yard having a depth of not less than 50 feet. 
C. Side yard. There shall be two side yards, and the width of each side yard shall not be less than 12% of the width of the lot at the front street setback line or 10 feet, whichever is greater. In addition, the sum of the side yard widths measured along any line parallel to the street line shall not be less than 30% of the lot width of that line. 
D. Rear yard. There shall be a rear yard having a depth of not less than 50 feet. 
E. Minimum lot area. The minimum lot area of 17,500 square feet shall be measured within 175 feet of the front property line. 
F. Minimum floor area. There shall be a minimum floor area of 1,750 square feet. Two-story dwellings shall have a minimum floor area on the first floor of 1,200 square feet. 
G. Maximum structure coverage - The total ground floor area of all structures shall not exceed 25% of the total area of the lot, measured within 175 feet of the front property line.
H. Parking. Parking and parking facilities shall be required as provided in Article VI.
I. Effective Gross Floor Area Ratio (EGFAR): .30

J. Maximum Gross Floor Area. The gross floor area permitted within the first 175 feet of a lot as determined by multiplying the Effective Gross Floor Area Ratio (EGFAR) by the lot area within the first 175 feet from the front property line.

3. Section 230-54, entitled “Required Conditions” for lots within a A-2 Residence District, is deleted in its entirety and replaced with the following:

230-54. Required conditions. 
A. Height. No building shall exceed a maximum height of 32' from the average point of grade, measured as the average of the grade at the four (4) corners of the building’s foundation, to the highest point of the roof. The roof pitch on the major roof must have a minimum of five (5) inches of rise for every 12 inches of run.
B. Front yard. There shall be a front yard having a depth of not less than fifty (50) feet, except that where the average setback of existing buildings within the block front is less than fifty (50) feet and forms an established setback, all new buildings constructed within the block shall conform to such established line, provided that no new building shall project closer than thirty-five (35) feet to the front property line. Where an entire block front is vacant and where the lots are platted now or in the future with a depth of less than 140 feet, there shall be a front yard not less than thirty-five 35% of the average depth of each lot in such block, but in no event less than thirty-five (35) feet from the front property line.
C. Side yard. There shall be two side yards, and the width of each side yard shall not be less than 12% of the width of the lot as the front street setback line or six (6) feet, whichever is greater. In addition, the sum of the side yard widths measured along any line parallel to the street line shall not be less than 25% of the lot width on that line. 
D. Rear yard. There shall be a rear yard having a depth of not less than 30 feet. A ground level patio shall not be taken into account in determining the depth of a rear yard. 
E. Minimum lot area. The minimum lot area of 11,200 square feet shall be measured within 140 feet of the front street property line. For corner lots, the minimum lot area shall be 14,000 square feet, also measured within 140 feet of the front property line. 
F. Minimum floor area. There shall be a minimum floor area of 1,500 square feet. A two-story dwelling shall have a minimum floor area on the first floor of 960 square feet. 

G. Maximum structure coverage. The total ground floor area of all structures shall not exceed 25% of the total area of the lot measured within 140 feet of the front property line.
H. Parking. Parking and parking facilities shall be required as provided in Article VI.
I. Effective Gross Floor Area Ratio (EGFAR): .35 – [(lot width x lot depth or 140, whichever is less) - 9500] x .0000125.
J. Maximum Gross Floor Area. The gross floor area permitted within the first 140 feet of a lot as determined by multiplying the Effective Gross Floor Area Ratio (EGFAR) by the lot area within the first 140 feet from the front property line.

Section II. VALIDITY-SEVERABILITY If the provisions of any section, subsection, paragraph, subdivision, or clause of this Ordinance shall be held invalid by a court of competent jurisdiction, such judgment shall not affect or invalidate the remainder of this Ordinance but such judgment shall be confined in its operation to the section, paragraph, subdivision or clause directly involved in the controversy in which said judgment shall have been rendered.

Section III All Ordinances or parts of Ordinances inconsistent with the provisions hereof are hereby repealed. 


Section IV This Ordinance shall take effect June 1, 2008 and upon passage as required by law.  Any building/construction permits that are submitted to and accepted by the Building Department prior to June 1, 2008 will be grand-fathered under the Borough's existing zoning ordinances.

     Help Preserve New Sidewalks and                                  Roadways

The 2008 sidewalk and roadway restoration program is scheduled.

Please advise the department of engineering if you are planning any of the following work this year, so the excavation can be done before the streetscape beautification and safety projects are completed:

  •   New or upgraded underground electric   service

  •   Underground service relocation for   driveway installation

  •   Tree planting

    We need your cooperation so utilities do not have to excavate on newly restored streets and sidewalks, due to untimely customer requests for services.

       FERTILIZER & VEGETATION CONTROL       APPLICATION DATES FOR 2008

    The Borough owned fields will be treated with fertilizer and or vegetation control.  Dates will be posted as they become available.


        POOL BADGE SALE INFORMATION

Membership can be obtained at Borough Hall weekdays beginning April 7 between 8:30 am and 4:00 pm.  Beginning Tues. April 8 through Tuesday, May 27, badges can also be purchased Tues. evenings until 7:00 pm.  Additionally, badges will be available Saturday mornings in May ONLY from 9:00 am to noon (excluding May 24th).  Beginning June 2 pool memberships can only be purchased during business hours at Borough Hall.  At no time can a membership be purchased at the pool.

Residents are encouraged to purchase their membership on or prior to May 16th to take advantage of the reduced rate.  Also, keep in mind May 16th and May 23rd are extremely busy badge sale days . . . you will be standing in line!

        ATTENTION GLEN ROCK MOTORISTS

On March 1, 2008 the handheld use of a cellular phone, including text messaging, becomes a primary offense in New Jersey.  Drivers can be stopped and cited for that offense when observed by a police officer, even when no other violation is evident.

Drivers are permitted to use hands free devices while using cellular phones but are cautioned that talking on a cellular phone is still a distraction which could constitute a violation of the motor vehicle laws under some circumstances.

      DO YOU LOCK YOUR VEHICLE AT NIGHT?

The Glen Rock Police Department advises residents to lock their cars when left unattended in their driveway - especially overnight, and in any public parking lot.  The Borough has experienced periodic reports of thefts from unlocked cars at the pool, in school and commuter parking lots, and in private driveways.  Neighboring communities have also been experiencing similar reports.  Unlocked cars represent an easy target for anyone intent on stealing wallets, money, CD's, cellular phone's, GPS navigation aids, lap top computers, tools, and other property of value.

A REMINDER TO ALL RESIDENTS:

All loose rubbish to be disposed of on curbside rubbish day must be put in bags or disposable containers and will be thrown into the sanitation truck.  ALL ACCEPTABLE RUBBISH AND ITS CONTAINER LEFT AT THE CURB WILL BE TAKEN AND COMPACTED.  Reusable metal or plastic trash cans or garbage barrels are not acceptable for holding rubbish at the curb on curbside rubbish pick up days and will be passed by.

When dumping loads at the Borough Compost Center, make sure all vegetative waste is garbage free (i.e. coffee cups, bags, newspaper, concrete, rocks, etc).  If any garbage/trash is accidentally mixed in with the vegetative waste, you must take the time to separate the garbage/trash out of the vegetation and dispose of the garbage/trash properly.

If caught dumping trash of any type that does not belong in compost center, privileges for use could be revoked.

The Glen Rock Police Department joins PROJECT LIFESAVER for Alzheimer's patients.

The Glen Rock Police Department, in cooperation with the Bergen County Police Chief's Association and the Bergen County Sheriff's Department, has undertaken a program for search and rescue using electronic signaling devices as an aid in searching for lost persons who suffer in one form or other from diminished mental capacity or other disability.

Free Rapid HIV Test Now Available

A free rapid HIV test is now available in a publicly funded counseling and testing site in Bergen County. The new test means people can receive results in minutes rather than days, ensuring HIV patients can be sure of their status immediately and get access to care as soon as possible.

The rapid HIV tests will be conducted through a finger stick blood test (using OraQuick HIV) whose results can be determined in less than an hour. Locally, this service is available at the Bergen County Health Department.
